Phil Thompson was born and raised in Baltimore, Maryland. He is an alumnus of Frederick Douglass Senior High School and a former last dollar grant recipient of the CollegeBound Foundation.

Phil earned his Bachelor of Science degree from Limestone College in Gaffney, SC majoring in Computer Science/ Management Information Systems where he also played Division II lacrosse and served as an officer in the Student Government Association. He then went on to earn his Master of Business Administration (MBA) degree from the University of Baltimore/ Towson University MBA program.
